Drive any road east of I-75 and most of what you see is shell. There are good reasons for that. It handles Florida rain, it costs a fraction of concrete over a long run, and when it eventually wears you add material rather than tearing anything out.
It also fails badly when it's put down wrong, which happens a lot, because spreading shell looks easy.
What Manatee County requires
Shell driveways have their own line in the county's permit checklist, separate from concrete:

The apron rule catches almost everyone
Compaction is the whole job
The failure mode for shell is almost never the shell. It's what happened underneath it.
Shell placed on unprepared ground has nothing to lock against. Traffic pushes it sideways, ruts form in the wheel paths, and water follows the ruts, which deepens them. By the second wet season the owner is buying another load — and the new material does the same thing, because the problem was never the surface.
Building it properly means:
- Stripping organics. Shell over topsoil, roots or grass will always move. That material has to come out first.
- Compacting the subgrade. The ground under the shell carries the load. If it's soft, nothing above it will hold.
- Placing in lifts. Six inches compacted in a single pass isn't compacted. It goes down in layers, each one rolled.
- Crowning it. A shell drive needs a crown so water leaves the surface rather than sitting in the middle and softening the base.
- Cutting the swale. Required by the county, and the reason the crown has somewhere to send water.
Shell on east-county ground
Out toward Myakka City and Duette you're typically working low-relief sandy flatwoods. In many locations a darker spodic subsoil layer below the surface sand slows downward drainage, so water drains fast at the surface and then slows — perching and moving laterally toward swales, ditches and lower ground. A drive built without a crown and a swale can sit in that slow-draining water and soften from below.
Closer to the river — Rye, Upper Manatee River Road, parts of Parrish — you get more organic content and lower ground, and stripping depth matters more.
It's the same material either way. What changes is how much comes out before anything goes in, which is most of why two quotes on the same road can differ by thousands.

Washboarding, and why it happens
The ripples that form across a shell drive aren't random. They come from a surface that's too loose and too dry, usually on a drive with no crown, where tires bounce and each bounce moves a little material. Once the pattern starts it reinforces itself.
Grading the ripples out flat is a temporary fix — they come back because the conditions that made them didn't change. Fixing it properly means reworking material, adding fines so it binds instead of rolling loose, and re-establishing the crown.
The work
- Walk the run, check the fall, and look at where water currently goes.
- Stake and flag the drive so the county can set culvert and swale grades.
- Handle the $118 permit.
- Strip organics and soft material, then compact the subgrade.
- Set the culvert if one is going in — see culvert installation.
- Place shell in lifts, compacting each, to a full 6 inches at the permitted width.
- Cut the crown and the swale.
- Sod the disturbed swale and right-of-way, then see it through final inspection.
Shell Driveway Questions
How deep does shell need to be?+
The county spec is 6 inches of compacted shell from the edge of the road to the right-of-way line. Compacted is doing the work in that sentence — six inches dumped loose is not six inches compacted, and the difference shows up as ruts inside a season.
Can I run shell all the way to the road?+
Not if your road is paved. Manatee County does not allow shell driveway aprons adjacent to paved roadways. The apron has to be concrete, asphalt or pavers even when the other five hundred feet is shell. If you front an unpaved county road, shell all the way is normal.
How often does a shell driveway need topping up?+
Built right on a compacted base, a few years between refreshes is normal, depending on traffic and drainage. If yours needs material every year, that's not a shell problem — that's the base or the drainage telling you something. See driveway repair.
Does a shell driveway need a swale?+
Yes — the county checklist requires one on shell drives specifically. And any swale you disturb has to be sodded, or seeded with established growth, at final inspection or within 30 days of a certificate of occupancy. Make sure your quote includes that restoration rather than leaving it as a surprise at the end.
Is shell cheaper than limerock?+
Material cost is usually in the same neighborhood, and both are far under concrete. The real difference is behavior — limerock compacts harder and carries more load, shell drains well and refreshes easily. Heavy truck or equipment traffic tends to favor limerock.
