So we get two very different calls in the same zip code. New builds on cleared parcels needing permitted access, and long-standing rural drives on family acreage that have been patched for twenty years.
What the ground does here
Terrain across 34219 is broadly flat. Land near the Manatee River, Gamble Creek, wetlands and drainage corridors sits lower and carries more floodplain exposure — very poorly drained soils occur in broad drainageways and depressions here. Inland former pasture and agricultural ground is generally flat to gently sloping, so “higher inland” means marginally, not meaningfully.
On older rural parcels you may find older, private or nonstandard access drives. Don't assume an existing drive carries a current county right-of-way permit, culvert approval, legal access or adequate drainage capacity — those records are worth verifying parcel by parcel with Manatee County Public Works before you plan work around them.
On newly developed parcels the question is different: ground that has been regraded, filled or recently worked, where the grading and compaction documentation for that specific lot matters more than anything you can tell by looking.

On a forty-year-old family parcel off Rutland or Erie, we may find a culvert that was never sized for what the ditch now carries, material spread over unstripped ground, and a swale that stopped functioning years ago.
Those are different jobs at different prices, on adjacent roads. Which is why these get walked rather than quoted from an address.

My driveway is old. Do I need to worry about its permit status?+
Routine maintenance doesn't require a permit. Improving or enlarging the portion extending toward the road does — so widening it or replacing the culvert brings you into the permit process regardless of its history.
