The Rye Road and Upper Manatee River Road corridor has more localised relief than much of east Manatee County — particularly near the riverbanks, bluffs, drainageways and bridge approaches. Away from those features the ground can still be quite flat, so this is a corridor effect rather than a blanket description of the area.

What the ground does here
Where runoff becomes concentrated — at swales, drainage ditches, culvert outlets, or on river-adjacent grades — channelised erosion and localised gullying can matter more than the diffuse surface rutting you get on flat ground. That's not a universal Rye condition; general rutting, washboarding, soft shoulders and ordinary washouts all happen here too, especially on unpaved private access roads.
The way to know which you're dealing with is to look at the drive after heavy rain. A defined channel and a generally soft, rutted surface are different problems with different fixes.
Loose surface material can also migrate during heavy runoff on graded sections. A properly compacted limerock base can help in some cases — but it isn't a stand-alone erosion solution, and it still washes out if water is allowed to run down the surface. It has to be paired with crowned grading, stable shoulders, swales, culverts and protected outfalls.

The permit, in Rye terms
The county permit covers the road end of your drive — flat $118, culvert required, grades set by Manatee County personnel once you've staked it.
On sloping river-adjacent ground it's worth understanding that the permitted culvert solves exactly one problem: getting the roadside ditch under your driveway. It does nothing about water running along the drive, which on grade is usually the more destructive of the two. That part isn't a permit question at all — it's a design question, and it needs answering separately.
Erosion here looks different
On the flat ground further east, a failing driveway softens and ruts — a slow, general deterioration you notice over a couple of seasons.
On grade, failure is faster and more localised. Water gains speed along the run, finds a line, and cuts. One heavy afternoon can leave a channel that wasn't there that morning, and once it exists every subsequent rain uses it.
The instinct is to fill it. But a gully is evidence of where water concentrated, and filling it without changing where the water goes just resupplies the same channel. The fix is to take water off the drive before it can build up — which is why quotes here often include shaping and cross drainage rather than material alone.

Interception, not resurfacing. On slope, water has to be taken off the drive at intervals before it builds volume and speed along the run. That means deliberate crown or cross-slope shaping plus cross drainage. Filling the gully with fresh material just gives the water something new to move — see driveway repair.
Is shell a bad choice on a sloped drive?+
Not automatically. Loose material can migrate during heavy runoff on graded sections, and a compacted limerock base may hold position better because the fines bind.
But material is the second decision, not the first. Subgrade, grade, what drives on it, groundwater, drainage design and culvert capacity all feed the answer — and limerock will still wash out if water is allowed to run down the surface.
